When a mid-sized manufacturing firm in Ohio bids on a contract with a California-based technology integrator, the paperwork alone can reveal a troubling reality: two sets of quality standards, three overlapping safety frameworks, and at least one industry body whose certifications the other party does not recognize. No regulation prohibits this situation. No single authority can resolve it. And the cost—measured in delayed contracts, duplicated audits, and legal exposure—lands squarely on the companies least equipped to absorb it.
This is the standard-setting bottleneck in practice. It is not dramatic. It rarely makes headlines. But for the professionals navigating it daily, it represents one of the most consequential structural failures in American commerce.
Why the United States Struggles to Unify Industry Standards
The decentralized character of American industry is, in many respects, a feature rather than a flaw. Competitive markets, federalist governance structures, and a deep cultural suspicion of centralized authority have produced an innovation economy that most other nations envy. But those same forces create a hostile environment for the kind of coordinated standard-setting that produces long-term efficiency gains.
Unlike Germany, where DIN standards carry near-statutory weight across manufacturing sectors, or the United Kingdom, where BSI Group maintains a recognized national authority, the United States distributes standard-setting power across a patchwork of private bodies, trade associations, federal agencies, and state regulators. ANSI, ASTM International, IEEE, NFPA, UL, and dozens of sector-specific organizations each operate with legitimate authority in overlapping domains. When their outputs conflict—and they frequently do—there is no arbitration mechanism. The market is expected to sort it out.
It rarely does so cleanly.
The Power Dynamics Behind Fragmentation
To understand why competing frameworks persist, one must follow the institutional incentives. Large corporations with the resources to participate in multiple standard-setting bodies often benefit from complexity. A company that has built its quality management infrastructure around a proprietary interpretation of a particular framework has a competitive interest in seeing that interpretation become the de facto standard—or, failing that, in ensuring that no single standard achieves dominance, which would require costly adaptation.
This dynamic is particularly visible in the health information technology sector, where interoperability standards have been contested for decades. HL7, FHIR, DICOM, and a constellation of vendor-specific protocols coexist in a landscape that costs the U.S. healthcare system an estimated tens of billions of dollars annually in administrative friction, according to research published by the Journal of the American Medical Association. The largest electronic health record vendors have historically had little incentive to support standards that would reduce switching costs and erode their market positions.
Similar patterns emerge in construction, financial services, and industrial cybersecurity. In each case, the organizations with the most resources to shape standards are often the same organizations with the most to lose from genuine convergence.
Where Convergence Has Succeeded—And Why
The bottleneck is not universal. Some American industries have achieved meaningful standardization, and their experiences offer instructive lessons.
The electrical industry provides perhaps the clearest example. The National Electrical Code, maintained by NFPA and adopted by most U.S. jurisdictions, functions as a genuine unifying framework despite covering an extraordinarily complex domain. Its success owes much to a specific set of conditions: a clear public safety rationale that aligned industry and regulatory interests, a governance structure that gave meaningful voice to insurers and municipal authorities alongside manufacturers, and a revision cycle disciplined enough to incorporate new technology without fragmenting into competing versions.
The aviation sector tells a comparable story. FAA certification standards, while imperfect, have created a baseline that allows American aerospace manufacturers to operate with a degree of compliance certainty that counterparts in other industries would find remarkable. The key ingredient, aviation professionals consistently report, is the presence of a single regulatory authority with genuine enforcement power and technical credibility.
The lesson is not that government mandates are always superior to voluntary consensus standards. It is that successful convergence tends to require a credible convening authority, an alignment of economic incentives among major stakeholders, and a governance process that mid-market and smaller participants can meaningfully access.
The Mid-Market Penalty
Large enterprises absorb standard fragmentation through scale. A Fortune 500 manufacturer can maintain dedicated compliance teams fluent in multiple frameworks, negotiate dual certifications, and pass associated costs through pricing power. The same option is not available to a company with 200 employees and two compliance officers.
For mid-market firms, fragmentation imposes what might be called a complexity tax. Research conducted by the National Association of Manufacturers has consistently identified regulatory and standards complexity as a top operational burden for smaller manufacturers—not because any single standard is unreasonable, but because maintaining simultaneous compliance with several competing frameworks consumes resources that would otherwise fund growth, hiring, or R&D investment.
The hidden costs extend beyond direct compliance expenditure. When a company cannot credibly demonstrate alignment with a recognized industry standard, it may be excluded from procurement opportunities, face higher insurance premiums, or encounter difficulty attracting institutional investment. These second-order costs are rarely captured in compliance cost estimates but can be substantial.
A Framework for Influence
For professionals who wish to move beyond passive frustration with standard fragmentation, several strategic entry points exist.
First, active participation in standard-setting bodies remains the most direct lever available to practitioners and organizational representatives. ANSI-accredited standards development organizations are required to maintain open participation processes, and engaged mid-market voices can meaningfully shape outcomes—particularly in technical committees where large-company representatives often lack on-the-ground operational experience.
Second, professional associations occupy a uniquely positioned role as conveners. When no single regulatory body can compel convergence, associations that represent broad cross-sections of an industry can facilitate the kind of pre-competitive dialogue that allows competing frameworks to find common ground. The Convergence Imperative
American industry does not lack the technical capacity to develop rigorous, unified standards. What it has historically lacked is the institutional will to prioritize convergence over competitive advantage. As supply chains grow more interconnected and international competitors operating under unified national frameworks gain efficiency advantages, the cost of that preference is becoming harder to justify.
The professionals who understand both the technical substance of their industries and the political economy of standard-setting are positioned to drive change. The bottleneck is real. So is the opportunity to help clear it.
